Dubbed as a quarantinnovation by its originator, former Bacolod councilor and incumbent VF board member Atty. Jocelle Batapa-Sigue, Work Skills Connect is designed to help communities recover from the adverse impacts of the COVID-19 pandemic coupled with the extended lockdown period in the country by bridging the gap between displaced workers and businesses looking for skilled workers. Atty. Batapa-Sigue shared that she was inspired by the Bacolod-Barter Community on Facebook wherein users are able to freely exchange goods and services —an online community also born during the quarantine period.
Partner agencies included Technical Education and Skills Development Authority (TESDA), Department of Trade and Industry (DTI), Provincial Planning and Development Office (PPDO), and the Overseas Filipino Worker Federation of Negros Occidental.
